It’s official. The much-anticipated “tanning tax” went into affect on July 1st, 2010. The ten percent tax on individuals receiving indoor tanning services was put in place by the U.S. federal government in an effort to generate $2.7 billion over the next ten years for health care reform, and to reduce the incidents of skin cancer as a result of exposure to ultraviolet lights from tanning beds (which were officially classified as carcinogenic in 2009).
Thoughts? If you tan in a salon, will the tax force you to cutback? And if you don’t use tanning beds, what’s your tip for getting glistening skin without the burn?

With over 90,000 square feet of dresses, tops and price tags, I was ready for a workout when I arrived at the new Forever 21 flagship store in Times Square (New York City).
The store, spread out among four floors, boasts an adorable New York City theme. Each section is decorated for a unique area, right down to a real taxi! Just as I was blissfully wandering through “Williamsburg” and “Central Park,” I stumbled upon my new favorite spot in the city — the Love & Beauty section!
Forever 21 launched their beauty line last fall, but the flagship store boasts the largest selection I’ve seen. From eyeshadow palettes and shimmery blush to decorative tissues and tweezers, the collection is perfect for someone looking to boost their makeup bag on a budget. I couldn’t find a product that cost more than $8!
The flagship store is open until 2 a.m. — perfect for busy women who can’t always find the time to shop. You can also order from the entire collection online.
Sales associate, Caroline Eco, walked me through the beautorium and showed me her favorite finds for women on-the-go. I especially love the Luxurious Shimmer Powder ($3.80). The soft peach shimmer looks great on my skin and the convenient case (with built in puff and mirror) is perfect for my gym bag. I also picked up some blotting papers in a cute floral case ($1.80) to control shine in the summer heat. And, after checking the price three times, went home with a natural eyeshadow quad for $2.80. I’m hooked!

Apparently, so is Tyra Banks, host of America’s Next Top Model! According to Debra Jaliman, M.D., assistant clinical professor at Mount Sinai School of Medicine in New York City freckling in the summer is a genetic tendency (Tyra, you can thank your mom for them). Melanocytes, melanin-producing cells located in the bottom layer of the skin’s epidermis, cluster right under the skin in patters and get activated in the sun to form spots. Regardless of how cute they are now, it’s important to prevent this activation as much as possible with SPF. “If you keep activating them, they will stay and not go away in the winter,” says Dr. Jaliman.
