Go back to basics -- record what you're eating, weigh and measure foods, increase the intensity of your exercise, etc. If you do what you've always done, you'll get what you've always got ... mix it up for the results you want!
My mom had the same problem. No matter how hard she tried, the water weight would come off but nothing else. Her problem was that she had dibeties and no doctor had caught it! They just told her she needed to diet more diligently. My family didn't have common cases of dibeties but it did run in my family to have it during pregnancy. So, if you do as the expert advises and still nothing seems to be changing, I suggest you go talk to your doctor.
